Q: will it fit someone 5'4

No, this Medium is a 21” frame (53cm), good fit for 5’8” - 6’0”. I have a 21” Specialized hybrid and if fits perfectly, and im 5’10” with a 32” inseam. Oddly enough, Schwinn calls this a medium frame, but most other makes call 21” a Large frame so watch for that. For 5’4” you’d want a 17”-19” frame, but other factors come into play. If at all possible, try to find one locally and sit on the thing and see how it feels, then you’ll know for sure. Having the wrong size frame for your bike is like having the wrong size shoes, the comfort level is gone.

Q: It says the item weight is 28 pounds. Is this shopping weight, so like with cardboard and foam and stuff, or it that the actual bike’s weight?

Yes it has 4 with the screws as per my son. He loves this bike.
